Putin emphasised that the speech was not meant to provoke confrontation but to assert Russia’s need for sovereignty. He stressed, “Russia will either be independent and sovereign, or will not exist at all.” He added that while other global actors shared similar concerns at the time, they remained silent due to the dominant influence of the United States.
